MNH
. It contains all non-error
printing varieties of Scott number
2171
Father
Flanagan
.
The dull gummed sheet singles
are bullseye
perforated
11.

The
stamps are from the huge
SECOND GREAT
AMERICANS
series,
which ran from 1986 to 1994. The colors
are bright, the perfs are complete and
the stamps are fresh from sheets.
The
bullseye
perf. 11
stamps were released in
panes of 100 with Copyright, Zip and one corner Plate
Number. The USPS never released complete
press information for
Flanagan
.
Jan 1,
1991
was the start of the new
USPS
policy that all low value (under 9c) stamps
were to be issued untagged. We believe 2171a
was distributed early that year.
Untagged
2171b
stamps went on sale in
July 1993
. The
printing had been changed from A-Press to the
D -Press and later the F-Press for these
stamps. The press changes combined with
switching to untagged stamps resulted in the 3
distinct color shades.
